Sacom Cryptocurrency Asset Exchange Joint Stock Company (SCEX) has increased its registered capital to VND 5 trillion

Sacom Cryptocurrency Asset Exchange Joint Stock Company (SCEX) has officially increased its charter capital from VND 360 billion to VND 5,000 billion, equivalent to an increase of nearly 14 times in the past August. The entire additional capital contribution is private capital, with no foreign elements.

To date, there is still no official exchange in Vietnam.

The predecessor of SCEX is the LPEX exchange, established in September 2025 with capital of 6.8 billion VND. By February this year, LPEX increased its capital to 360 billion VND, which is 53 times more in just over 4 months. In April, the enterprise changed its name to SCEX.

Notably, SCEX is related to Mr. Nguyễn Đức Thụy. After “Bầu Thụy” joined the Board of Directors of Sacombank, LPEX changed its name to SCEX. Early in June, Mr. Nguyễn Xuân Thái, son of “Bầu Thụy,” was appointed as Vice Chairman of the SCEX Board of Directors.

SCEX is currently one of 5 enterprises with complete and valid dossiers for licensing to organize a cryptocurrency asset trading market.

A cryptocurrency exchange linked to Mr. Nguyen Duc Thuy increased its capital 14 times.

(Dan Tri Newspaper) – This is one of five entities with valid applications for cryptocurrency exchange licenses, having completed the first round of cryptocurrency asset evaluation. The company previously increased its capital 53 times in February.

Sacom Cryptocurrency Exchange Joint Stock Company (SCEX) has officially increased its charter capital from VND 360 billion to VND 5,000 billion, equivalent to an increase of nearly 14 times, in August. The entire newly increased capital contribution is private capital, with no foreign involvement.

Reportedly, SCEX’s predecessor was Loc Phat Vietnam Cryptocurrency Exchange Joint Stock Company (LPEX), established on September 30, 2025, with Mr. Nguyen Duy Khoa as Chairman of the Board of Directors and legal representative.

The company had an initial charter capital of VND 6.8 billion contributed by three individuals: Mr. Duong Van Quyet (40%), Ms. Nguyen Thi Bich Ngoc (30%), and Mr. Vu Phat Dat (30%). On February 11th, Loc Phat Vietnam Cryptographic Asset Exchange Joint Stock Company (LPEX) increased its charter capital to VND 360 billion, a 53-fold increase in just over four months since its establishment.

In April of this year, LPEX officially changed its name to Sacom Crypto Asset Exchange Joint Stock Company (SCEX), after Mr. Nguyen Duc Thuy officially joined the Board of Directors of Sacombank.

In early June, along with the appointment of Mr. Nguyen Duy Khoa as Chairman of the Board of Directors of SCEX, Mr. Nguyen Xuan Thai (son of Mr. Nguyen Duc Thuy) was also appointed as Vice Chairman of the Board of Directors of SCEX.

On the market, SCEX is one of five entities with valid applications for cryptocurrency exchange licenses that have completed the first round of cryptocurrency asset evaluation.

According to Resolution 05, organizations providing cryptocurrency trading services must have a minimum contributed charter capital of VND 10,000 billion. Of this, the total capital contribution and share purchase by foreign investors must not exceed 49% of the charter capital.

The Ministry of Finance has sent a letter to the Ministry of Public Security and the State Bank of Vietnam seeking their opinions on applications for licenses to provide services for organizing cryptocurrency trading markets.

The Ministry of Finance announced that, based on Government Resolution 05/2025 on the pilot implementation of the cryptocurrency market in Vietnam, it had received 7 applications for licenses by March. The Ministry of Finance has reviewed and evaluated 5 applications and found them complete and valid according to regulations.

The businesses include VIX Cryptocurrency Exchange Joint Stock Company; Loc Phat Vietnam Cryptocurrency Exchange Joint Stock Company; Vietnam Thinh Vuong Cryptocurrency Exchange Joint Stock Company; Techcom Cryptocurrency Exchange Joint Stock Company; and Vietnam Digital Assets Joint Stock Company.

Based on the results of the document evaluation, the Ministry of Finance requests the Ministry of Public Security and the State Bank of Vietnam to review and provide feedback on the five aforementioned applications.

According to regulations, the Ministry of Finance will coordinate with the Ministry of Public Security and the State Bank of Vietnam to review applications and verify compliance with physical infrastructure requirements before approving licenses for organizations that meet the prescribed conditions.

5 eligible companies applied for cryptocurrency exchange licenses.

Firstly, VIX Cryptocurrency Exchange Joint Stock Company (VIXEX) has a charter capital of VND 1,000 billion. The legal representative is General Director Nguyen Thanh Que. Founding shareholders include FTG Vietnam Joint Stock Company; VIX Securities Joint Stock Company and 3C Computer – Communication – Control Joint Stock Company.

Secondly, Loc Phat Vietnam Cryptocurrency Exchange Joint Stock Company (LPEX). The legal representative is General Director Nguyen Duy Phong. Upon establishment, the company had a charter capital of 6.8 billion VND.

Thirdly, Vietnam Prosperity Cryptocurrency Exchange Joint Stock Company (CAEX) has a charter capital of 25 billion VND. The legal representative is General Director Nguyen Hong Trung.

Fourth, Techcom Cryptocurrency Exchange Joint Stock Company (TCEX) has a charter capital of 101 billion VND. Its legal representatives include Chairman of the Board of Directors Nguyen Xuan Minh and General Director Doan Mai Hanh.

Fifth, Vietnam Digital Asset Joint Stock Company has a charter capital of VND 1,000 billion. The legal representative is General Director Ngo Thi Thanh Huyen. The founding shareholder is Sun Group Joint Stock Company, which owns 64% of the charter capital.

According to the Ministry of Finance, the documents of Dolphinex Cryptographic Asset Services Joint Stock Company (DOLPHINEX) and SSI Digital Technology Joint Stock Company (SSID) are incomplete and invalid according to regulations.(Vietnam Crypto Exchange
