CAEX Vietnam Exchange raises $380M,Foreign investors hold over 10%
As Vietnam accelerates the regulatory framework for digital assets, local trading platforms have reached a significant operational milestone. Vietnam Prosperity Crypto Asset Exchange JSC (CAEX) has completed a major capital increase, raising its charter capital from VND25 billion to VND10 trillion (approximately $380 million).

With this capital expansion, CAEX becomes the first company in Vietnam to satisfy the minimum capital requirements established under Government Resolution No. 05/2025, positioning it to participate in the country’s pilot program for regulated crypto asset trading.
1. Ownership Restructuring: Foreign Stake Reaches 10.6%
Following the capital increase, CAEX’s ownership structure reflects a combination of dominant domestic holdings alongside strategic international participation:

Domestic Investors (89.4%): Representing VND8.94 trillion in total contribution. Primary domestic shareholders include digital identity platform LynkiD JSC holding 29% (VND2.9 trillion), Future Land Investment Co. Ltd. holding 25% (VND2.5 trillion), and VPBank Securities (VPBankS) holding 11% (VND1.1 trillion).

Foreign Investors (10.6%): Accounting for VND1.06 trillion. Foreign shareholding is led by OKG Ventures Limited with a 10% stake, alongside Singaporean individual investor Cheng Tan Feng with 0.6%.
CAEX previously announced strategic partnerships and investment commitments with OKX Ventures and HashKey Capital, alongside founding shareholders VPBankS and LynkiD.
2. Strategic Partnership with OKX for Technical & Liquidity Support
To reinforce its system architecture and compliance infrastructure, VPBank—a core financial entity tied to the exchange’s ecosystem—signed a strategic Memorandum of Understanding (MOU) with crypto exchange OKX.
Under the agreement, OKX will serve as a technical advisor, providing operational expertise, technology solutions, and liquidity support to help build an enterprise-grade, secure, and compliant trading infrastructure for CAEX.
3. Fulfilling Regulatory Standards for Vietnam’s Digital Economy
Under Government Resolution No. 05/2025, entities seeking to operate a licensed crypto asset exchange within Vietnam’s pilot regime must meet strict criteria:

Minimum Charter Capital: A fully paid-up capital threshold of VND10 trillion (~$380 million);

Institutional Participation: At least 35% of charter capital must be held jointly by financial or technology institutions.
With its capital hike and institutional shareholder base, CAEX meets both regulatory criteria.
