Has CAEX been licensed yet? Not yet. CAEX’s official website currently states that the company is in the process of applying for a license to provide cryptocurrency trading market services from the Ministry of Finance.

As Vietnam accelerates its cryptocurrency regulatory framework, the market is closely watching the licensing progress of the Vietnam Prosperity Crypto Asset Exchange (CAEX)—a project developed by the VPBank ecosystem alongside key strategic partners and international industry leaders OKX and HashKey.
As of now, CAEX has officially received in-principle approval (Principle Approval) from the Ministry of Finance of Vietnam, but has not yet obtained a formal operating license. The platform is currently in the final stages of joint regulatory reviews and security system evaluations.
1. Licensing Progress: In-Principle Approval Granted, Awaiting Final License
Under Government Resolution No. 05 regarding the pilot scheme for crypto assets, CAEX is among the first five companies to secure preliminary in-principle approval for the trial.
According to the latest publicly available market information, CAEX has satisfied most key evaluation metrics, with its overall qualification review process exceeding 85%. Currently, a joint multi-agency panel—including the Ministry of Finance, the Ministry of Public Security, and the State Bank of Vietnam—is conducting final assessments on system security, anti-money laundering (AML/KYC) mechanisms, and data compliance. The official operating license will be granted upon successful completion of this review.
2. Core Compliance Benchmark: Statutorily Required 10 Trillion VND Capital Fulfilled
To meet the stringent regulatory requirements for the pilot license, CAEX has demonstrated solid corporate strength in building its compliance infrastructure:
Capital Requirement Met: In April 2026, CAEX became one of the first pilot candidates to complete the minimum required statutory registered capital of VND 10 trillion (approximately USD 400 million).
Global Alignment & Shareholding Structure: CAEX brought in institutional backing from entities such as OKG Ventures (an OKX affiliate). Foreign shareholding stands at approximately 10.6%, well within the government-mandated cap of 49%.
Technology & Security Infrastructure: By integrating OKX’s matching engine with HashKey’s custody and security framework, and utilizing cold wallets alongside Hardware Security Modules (HSM), the platform is targeting Level 4 National Information Security Certification.
3. Trading Model: Compliant Settlement & Localized Operations
To ensure asset safety and satisfy Vietnamese foreign exchange control regulations, CAEX has confirmed it will operate on a direct Vietnamese Dong (VND) pricing and settlement model, with no initial support for third-party stablecoins like USDT. Additionally, the platform establishes strict segregation between customer funds and proprietary operational assets, paired with automated AML monitoring systems.
Industry Note & Disclaimer
Although CAEX has completed major preparations regarding capital strength, compliance architecture, and technical integration, the platform remains in a testing and evaluation phase until regulatory authorities officially issue the final operating license and authorize public operations. Investors are advised to follow official regulatory announcements closely and assess market compliance developments rationally.(Vietnam Crypto Exchange)
