Has CAEX Opened Trading to the Public? Progress Report on Vietnam’s Pilot Exchange

As Vietnam accelerates the implementation of its digital asset pilot framework, Vietnam Prosperity Digital Assets Exchange JSC (CAEX)—one of the primary platforms clearing initial regulatory review—has drawn significant market attention. Investors across the region are asking: Has CAEX officially opened trading to the general public?

The Short Answer: Not Yet Open to the Public

According to the latest regulatory updates and disclosures, CAEX has not yet opened full trading operations to public retail investors.

While CAEX leads the industry in regulatory readiness and infrastructure setup, the platform remains in the pre-launch preparation and final inspection phase prior to the formal issuance of its operating license.

1. Why Is Trading Not Live Yet? Fulfilling Security & Capital Requirements

Under Resolution No. 05/2025/NQ-CP and guidelines set by the State Securities Commission (SSC), participating pilot entities must fulfill stringent prerequisites before launching commercial operations:

  • 10 Trillion VND Capital Threshold: Operating entities must complete a capital increase to 10 trillion VND (approximately $384 million USD). CAEX has aligned its balance sheet accordingly through strategic capital from backers including OKX Ventures and HashKey Capital.

  • Level 4 Information Security Certification: CAEX is collaborating with technical partners like HashKey to construct trading and custody architectures that conform to Vietnam’s Level 4 national information security standards.

  • Inter-Agency On-Site Inspection: A joint regulatory team led by the Ministry of Finance, alongside the Ministry of Public Security and the State Bank of Vietnam (SBV), is conducting final technical and operational audits covering Anti-Money Laundering (AML/KYC) protocols, operational workflows, and system safety.

2. Current Focus: Infrastructure Integration and Testing

At present, CAEX is prioritizing underlying infrastructure setup and internal compliance sandbox testing:

  1. Fiat Gateway Integration: Completing Vietnamese Dong (VND) deposit/withdrawal pipelines and segregated fund custody systems in partnership with VPBank and other local institutions.

  2. System Deployment: Implementing institutional-grade matching engines and risk management architecture supplied by HashKey.

While restricted sandbox testing or simulated trial runs may occur among institutional partners, public user registration, fiat deposits, and live trading have not yet officially launched.

3. Post-Launch Roadmap for Investors

According to the regulatory roadmap, once the first licensed exchange receives its formal permit and announces launch:

  • 6-Month Transition Window: Domestic investors will have a six-month grace period to transition their trading activities to licensed domestic platforms like CAEX.

  • Enforcement & Penalties: Statutory penalties for trading on unlicensed platforms will only come into force after the first domestic licensed platform formally begins operation.

Summary

CAEX is not yet open for public trading and remains in the final technical and compliance audit phase preceding official licensing. Investors should rely on official announcements from the Ministry of Finance and the State Securities Commission, remain vigilant against counterfeit CAEX registration portals or unauthorized fundraising, and await the platform’s formal public rollout.(Vietnam Crypto Exchange)
