Compliance Shift in Vietnam’s Crypto Market and Penalty Measures
Under Decree No. 284/2026/ND-CP, effective September 1, organizations violating regulations in the crypto asset sector will face fines of up to VND 200 million, while individuals will be subject to fines of up to VND 100 million.

Notably, domestic investors trading crypto assets without using a licensed service provider may face fines ranging from VND 30 million to VND 50 million. If crypto assets are offered or issued to foreign investors, the fine can reach VND 70 million to VND 100 million.
Meanwhile, no cryptocurrency exchange has been officially licensed to date. The Ministry of Finance has received 7 applications for pilot registration, 5 of which have been deemed complete and valid, including SCEX, VIXEX, CAEX, TCEX, and Vietnam Digital Assets Joint Stock Company. Mr. Do Tran Hoa, Deputy Head of the Standing Committee of the Crypto Trading Market Management Board under the State Securities Commission, stated that after the first exchange receives a license, domestic investors will have a 6-month grace period to gradually transition their trading activities to licensed platforms.
Investors are not required to transfer all their assets to domestic exchanges. Assets can still be held in personal wallets, but buying and selling transactions subject to regulatory oversight must be conducted through licensed entities.
