5 Crypto Exchange License Candidates Race to Boost Charter Capital to 10,000 Billion VND After Nearly 1 Year of Pilot Program

The minimum charter capital requirement of 10,000 billion VND has become the ultimate stress test for companies seeking to legally operate cryptocurrency trading platforms in Vietnam. To date, among the 5 candidates that passed the preliminary review by the State Securities Commission of Vietnam (SSC), only one platform under the VPBank ecosystem has fully raised this massive amount of capital.
Only One Player Meets the 10,000 Billion VND Capital Requirement
To be considered for an operational license for a crypto asset exchange in Vietnam under Resolution 05, enterprises must meet a minimum charter capital requirement of up to 10,000 billion VND. This huge threshold demands extraordinary fundraising capabilities while presenting a challenging cash flow management puzzle to ensure economic efficiency for new entrants in this emerging market.
Data from the SSC reveals that 5 companies have received in-principle approval in Phase 1: Vietnam Thịnh Vượng Crypto Asset Exchange JSC (CAEX), Sacom Crypto Asset Exchange JSC (SCEX), VIX Crypto Asset Exchange JSC (VIXEX), Techcom Crypto Asset Exchange JSC (TCEX), and Vietnam Digital Assets JSC.
Among these, CAEX—a member of the VPBank ecosystem—is the sole unit that has fulfilled the capital criterion. In April 2026, the company officially increased its charter capital from 25 billion VND to exactly 10,000 billion VND. The private placement of nearly 1 billion shares recorded foreign institutional participation at a 10.6% stake (1,060 billion VND), including OKG Ventures Limited (10%) and individual investor Mr. Cheng Tan Feng (0.6%). Domestic capital played the dominant role at 89.4%, with VPBank Securities JSC (VPBankS) contributing 1,100 billion VND, Lynkid JSC contributing 2,900 billion VND, and Future Land Investment Co., Ltd. contributing 2,500 billion VND.
The remaining candidates are still in the fundraising race. Most notably in August 2026, SCEX (formerly Lộc Phát Việt Nam Exchange) expanded its capital 13-fold, jumping from 360 billion VND to 5,000 billion VND—completing 50% of the required benchmark.
Two other platforms, despite launching with trillion-VND capital bases, remain far from the regulatory goalpost. Vietnam Digital Assets JSC (founded in January 2026) recorded an initial capital of 1,000 billion VND, with Sun Group holding 64% and PetroVietnam Securities (PSI) contributing 1%. Similarly, VIXEX holds 1,000 billion VND in capital, backed by founding shareholders VIX Securities (15%), FTG Vietnam JSC (64.5%), and 3C Company (20.5%). On a smaller scale, TCEX (from the Techcombank ecosystem) had a modest starting point of 3 billion VND and recently raised its capital to 101 billion VND after several months of operation.
