Vietnam to Launch State-Approved Crypto Market in Q3 2026
Vietnam’s state-approved digital asset trading pilot market is scheduled to officially launch in the third quarter of 2026, according to the Ministry of Finance. This key milestone marks a decisive shift in bringing digital asset transactions under a formal, compliant regulatory framework pursuant to Government Resolution No. 05/2025/NQ-CP.

5-Year Pilot Framework Underway
Under the government’s pilot roadmap, the authorized market will operate for a 5-year pilot period. The Ministry of Finance—in coordination with the State Bank of Vietnam (SBV) and the Ministry of Public Security—has conducted multiple technical and risk-management evaluations of applicant service providers.

Capital Requirements: Operating entities must possess a minimum charter capital of VND 10 trillion (approx. USD 380 million), with institutional investors holding at least a 65% equity stake.

Foreign Ownership Limit: Foreign ownership in licensed exchanges is strictly capped at 49%.

Settlement Currency: All issuance and trading activities on pilot platforms must be quoted and settled in Vietnamese Dong (VND).
Fostering a Regulated Crypto Ecosystem
As the Q3 2026 launch approaches, the initiative aims to transition offshore and grey-market crypto trading into a regulated, onshore domestic financial ecosystem.
