Capital Increase Announcement of  SCEX Cryptocurrency Exchange

SCEX has just increased its charter capital from VND 360 billion to VND 5,000 billion, thereby fulfilling 50% of the minimum capital requirement to participate in the race to provide cryptocurrency trading market organization services in Vietnam.

Sacom Cryptocurrency Exchange Joint Stock Company (SCEX) has just increased its charter capital from VND 360 billion to VND 5,000 billion, thereby taking a significant step forward in preparing to enter the digital asset exchange market in Vietnam.

According to the amended business registration, the additional capital of SCEX comes entirely from private capital contributions. The company does not record capital contributions from foreign investors, other sources of capital, or state budget funds.

The capital increase to VND 5,000 billion means that SCEX’s charter capital has increased nearly 14 times compared to the previous level. This is also one of the notable moves by the company in the context of Vietnam forming a legal framework for the cryptocurrency market and preparing to select qualified entities to operate the market.

SCEX is currently among the top five companies whose applications for cryptocurrency trading licenses have been announced as having completed the first round of cryptocurrency asset evaluation. The other four are VIX Cryptocurrency Exchange Joint Stock Company, Vietnam Thinh Vuong Cryptocurrency Exchange Joint Stock Company, Techcom Cryptocurrency Exchange Joint Stock Company, and Vietnam Digital Assets Joint Stock Company.

According to Government Resolution 05/2025/NQ-CP, organizations providing services for organizing cryptocurrency trading markets must have a minimum contributed charter capital of VND 10,000 billion. The regulation also limits the percentage of capital contribution and share purchase by foreign investors to no more than 49% of the charter capital.

Thus, with the new capital of 5,000 billion VND, SCEX has completed approximately 50% of the minimum charter capital requirement for organizations providing cryptocurrency trading market services.

What was SCEX before it was renamed?

SCEX’s predecessor was Loc Phat Vietnam Cryptocurrency Exchange Joint Stock Company (LPEX), established on September 30, 2025. Upon its establishment, the company had a charter capital of VND 6.8 billion, with Mr. Duong Van Quyet owning 40%, Ms. Nguyen Thi Bich Ngoc 30%, and Mr. Vu Phat Dat 30%. Mr. Nguyen Duy Khoa served as Chairman of the Board of Directors and legal representative.

On February 11, 2026, LPEX increased its capital to VND 360 billion, equivalent to more than 53 times its initial capital. Subsequently, in April 2026, the company changed its name to Sacom Cryptocurrency Exchange Joint Stock Company, abbreviated as SCEX.

In early June 2026, SCEX announced its senior leadership team. Mr. Nguyen Duy Khoa was appointed Chairman of the Board of Directors, while Mr. Nguyen Xuan Thai, son of Mr. Nguyen Duc Thuy, assumed the position of Vice Chairman of the Board of Directors. The Board of Directors also includes Mr. Doan Trung Kien, Ms. Nguyen Minh Huong, Mr. Nguyen Ba Phuoc, and Mr. Huynh Thi Hai.

Mr. Nguyen Duy Khoa has many years of experience in the finance and securities sector, having held management positions at ACBS, SSI, VNDIRECT, Red Capital, and LPBS.

Meanwhile, Mr. Nguyen Xuan Thai received his training in Economics and Risk Management Analysis at the University of Massachusetts Boston, USA. At the same time as the announcement of the Board of Directors, SCEX appointed Ms. Nguyen Minh Huong as General Director effective June 1, 2026.

Prior to joining SCEX, Ms. Huong held various management positions in the finance and technology sectors. She was formerly the Product Director at Vina Securities Company (VNSC by Finhay), CTO and Director of Business Solutions and Digital Product Management at VNDIRECT, and also held the position of Project Manager at IPA Group.

At the ceremony for the introduction of the Board of Directors and the appointment of the General Director, Mr. Nguyen Duc Thuy stated that SCEX needs to take advantage of opportunities from the development of new markets to invest in technology, strengthen risk management capabilities, and build operating systems according to international standards.

According to the company’s stated direction, SCEX aims to build a highly reliable digital asset trading platform in Vietnam, while contributing to the development of the digital financial ecosystem and promoting innovation.

With the increase in charter capital to VND 5,000 billion, SCEX now needs to add another VND 5,000 billion to reach the minimum threshold of VND 10,000 billion as required for organizations providing services to organize cryptocurrency trading markets.(Vietnam Crypto Exchange
