SCEX Becomes First Exchange to Launch Trial App Trading

The approval of the Cybersecurity Department of the Ministry of Public Security for SCEX’s proposal for Level 4 information system security marks a new step forward in SCEX’s infrastructure preparation, alongside increasing its charter capital to VND 10,000 billion and testing technology through a transaction simulation platform.

Improving technological infrastructure and financial capacity.

On October 22, 2026, Sacom Cryptocurrency Exchange Joint Stock Company (SCEX) announced that it had completed the Level 4 information system security assessment process. According to the company, the Level 4 proposal was assessed and approved by the Cyber Security Department (A05) of the Ministry of Public Security.

This is one of the key requirements for organizations participating in providing cryptocurrency trading services in Vietnam under the pilot framework stipulated in Resolution 05/2025/NQ-CP. This milestone contributes to completing SCEX’s preparations, as the company is building the necessary conditions to participate in the market.

SCEX is the first exchange to allow investors to participate in trial trading on its app.

For cryptocurrency exchanges, information security is of paramount importance, directly related to data protection, risk control, and system operation. Meeting Level 4 requirements demands investment in technical infrastructure, cybersecurity measures, and system management and operation processes.

SCEX stated that its technology infrastructure is being developed to meet Level 4 information security standards. The company has also built a multi-layered asset custody model and organized an operational team with experience in the banking and securities sectors.

A representative from SCEX stated that the company prioritizes safety and security in the platform development process. According to the representative, the completion of the assessment is the result of investments in the technology system, aimed at meeting the requirements for protecting users’ assets and data.

Alongside its technical development, SCEX has increased its charter capital to VND 10,000 billion, corresponding to the minimum capital level stipulated in the pilot program under Resolution 05/2025/NQ-CP. This financial resource serves as the foundation for the company to continue investing in technology, cybersecurity, and risk management.

However, completing the information security assessment and meeting capital requirements does not mean the company has been granted an operating license. SCEX still needs to fulfill the relevant conditions as stipulated by regulations before it can officially provide cryptocurrency trading services.

Waiting for the conditions for market entry to be finalized.

SCEX is among the five businesses whose applications have been fully and validly assessed by the Ministry of Finance for consideration of licensing to organize cryptocurrency trading markets according to Resolution 05/2025/NQ-CP. The completion of Level 4 information security assessment, combined with capital requirements and technology testing, shows that the company is gradually perfecting the components needed for future operations.

Following CAEX, SCEX is the second entity to meet the capital requirement of 10,000 billion VND.

In the coming period, SCEX stated that it will continue to review its technology system, business processes, and operational capabilities, while coordinating with relevant authorities to meet the conditions of the pilot program. The timing of officially providing cryptocurrency trading services still depends on the company fully meeting all relevant legal requirements and obtaining a license from the competent authority.(Vietnam Crypto Exchange)
