SCEX completes Level 4 Information System Security Assessment

SCEX has completed its Level 4 Information System Security Assessment, moving closer to the official operational phase.

On October 22, 2026, Sacom Cryptocurrency Exchange Joint Stock Company (SCEX) became one of the first businesses to officially complete the Level 4 Information System Security assessment – one of the strictest security standards for information systems in Vietnam and a mandatory requirement for a cryptocurrency exchange to operate according to Resolution 05/2025/NQ-CP.

According to the latest information, SCEX’s proposal for Level 4 information system security has been reviewed and approved by the Cyber Security Department (A05) of the Ministry of Public Security . Along with the recently added charter capital of 10,000 billion VND, this is a crucial piece in helping SCEX complete its core systems before entering the official operational phase.

Level 4 – A safety “barrier” for a new financial infrastructure.

In the cryptocurrency market, Resolution 05/2025/NQ-CP requires service providers to meet information security standards level 4 before commencing operations – a very high threshold that demands significant effort and commitment from businesses.

SCEX has completed its technological infrastructure and is ready for official operation.

With SCEX, the exchange’s technology infrastructure was built to Level 4 standards from the outset, combining a multi-layered asset custody model and a team of experienced operators in the banking and securities sectors.

The completion of the assessment confirms that SCEX’s system meets high security standards, ready to protect investors’ assets and data. Sharing about this milestone, a SCEX representative said: “For a cryptocurrency exchange, investor confidence begins with security. We consider ‘safety and security’ a non-negotiable commitment. Completing the Level 4 assessment is proof of SCEX’s thorough investment, ensuring that every investor participating in the market can have peace of mind regarding their assets.”

In addition to its technological capabilities, SCEX has also completed increasing its charter capital to VND 10,000 billion, meeting the minimum capital requirement stipulated in Resolution 05/2025/NQ-CP. This new financial resource enables SCEX to continue investing in technology infrastructure, cybersecurity, and risk management, while also creating a solid foundation for the company to prepare for the official deployment phase.

SCEX Simulator – A strategic test before the “D-Day”

Not only prepared on paper, SCEX’s technology system has been tested in real-world conditions through the SCEX Simulator platform (*). This platform was developed for the “Cryptocurrency Trading Arena” competition, part of the “Digital Asset Popularization 2026” program organized by VIFC Academy (part of the Vietnam International Finance Center in Ho Chi Minh City – VIFC-HCM) and VBI Training Academy, in which SCEX is a strategic technology partner.

Just 48 hours after its launch, the app had over 22,000 registered accounts, reaching the top 2 in downloads on the App Store and ranking among the top 6 trending apps on the X platform in Vietnam. After a week, this number increased to over 41,000 accounts with nearly 142,000 orders placed, and a total simulated trading value of nearly 55 trillion VND. To date, after more than three months of deployment, SCEX Simulator has attracted over 60,000 investors to participate in the experience.

The simulation environment is designed to be highly realistic: prices fluctuate in real time, closely following major cryptocurrency exchanges worldwide ; transactions are conducted in Vietnamese Dong in accordance with the pilot legal framework; and a mechanism for recording arising tax obligations is integrated.

The fact that tens of thousands of users simultaneously place orders, monitor price fluctuations, and provide feedback on the interface and features is a valuable source of data for SCEX to test its load capacity, optimize performance, and refine the user experience. This result demonstrates SCEX’s thorough preparation in both aspects: technological infrastructure and testing.

SCEX is one of five businesses whose applications have been fully and validly assessed by the Ministry of Finance for consideration of licensing to organize a cryptocurrency trading market under Resolution 05/2025/NQ-CP.

In the coming period, SCEX will continue to refine its technological components, business processes, and operational capabilities, while coordinating with competent authorities to fully meet the conditions for participating in the cryptocurrency market pilot program. The provision of cryptocurrency trading services will be implemented after the company meets the relevant legal requirements and obtains a license .

The balances, trading orders, transaction values, and results displayed on the platform are all simulations and do not represent actual cryptocurrency transactions. They do not create any rights, obligations, or cryptocurrency trading relationships between participants and SCEX.(Vietnam Crypto Exchange)
