Introduction and Development Path of TCEX Crypto Exchange

As the Vietnamese government accelerates the compliance process of the crypto asset market, TCEX (Techcombank Crypto Assets Exchange) has successfully become one of the first five licensed exchanges to pass preliminary review, officially entering the core track of the national financial sandbox pilot.

Basic Information TCEX, also known as Techcom Digital Assets Exchange, was established on May 5, 2025, with its headquarters located on the 19th Floor of the Techcombank Tower, No. 6 Quang Trung Street, Hanoi. Its initial charter capital was 3 billion VND.

Equity Structure Mr. Nguyen Xuan Minh (Chairman of TCBS) personally holds an 89% stake, while TCBS holds 9.9% and Techcom Capital holds 1.1%. In August 2025, the capital was increased to 101 billion VND. In June 2026, TCBS announced plans to increase its shareholding in TCEX.

Legal Status TCEX submitted its application on the very first day the portal opened (January 20, 2026). On April 5, 2026, it received Official Letter No. 5547/BTC-UBCK, confirming that its first-round application was approved. It is currently required to complete second-round documentation, including requirements regarding capital, facilities, and system security. TCEX was shortlisted alongside four other valid applicants: CAEX, VIXEX, SCEX, and Vietnam Digital Assets JSC.

Major Progress (Q2 2026) On May 29, TCBS transferred digital asset trading infrastructure valued at nearly 49.6 billion VND to TCEX, scheduled for deployment in Q2 2026 with an expected launch date in March 2026. In other words, TCBS built the infrastructure first and then sold it to the exchange’s legal entity—indicating that TCBS is actively preparing for actual operations.

Meanwhile, TCBS established a subsidiary in the Ho Chi Minh City International Financial Center with a registered capital of 800 billion VND. Less than six months after injecting capital into TokenBay, TCBS withdrew all funds; TokenBay was originally expected to derive nearly 90% of its revenue from TCEX dividends.

Ambitions Beyond an Exchange According to Mr. Minh, the exchange itself is only one piece of the puzzle. TCBS aims to provide advisory services in digital asset issuance, Real World Asset (RWA) tokenization, and digital asset custody—viewing custody as the foundational cornerstone.

Alignment with Legal Implementation and Licensing With Vietnam’s Law on Digital Technology Industry officially coming into force in 2026, TCEX’s development path will fully transition from “pilot sandbox testing” to the “licensed formal operation” phase.

Business Rollout Roadmap:

  • Phase 1 (Mainstream Crypto / Fiat Trading): Launch legal spot trading for VND pairs against major crypto assets such as BTC, ETH, and USDT.

  • Phase 2 (RWA and Traditional Asset Tokenization): Leverage Techcombank’s competitive strengths in securities and corporate financing to introduce on-chain trading for RWA products (including real estate, government bonds, and corporate equity), establishing a benchmark for compliant digital finance in Southeast Asia.

Vietnam crypto exchange TCEX not only marks a deep extension of traditional banking into the digital asset realm, but will also assume the strategic responsibility of building compliant fiat gateways, Web3 infrastructure, and an RWA tokenization ecosystem during the critical implementation window of the Law on Digital Technology Industry, opening a new chapter in the standardized development of Vietnam’s digital finance sector.
