When will the TCEX Crypto Exchange launch and begin its global pilot?
The launch and pilot implementation of the TCEX Crypto Exchange—under Vietnam’s Techcombank—follow the regulatory sandbox framework set out in Vietnam’s Resolution No. 05/2025/NQ-CP.

1. Licensing Progress & Launch Timeline
· Preliminary Approval (H1 2026): The Ministry of Finance of Vietnam and the State Securities Commission (SSC) officially accepted pilot applications in January 2026. TCEX passed the initial qualification review in May 2026, becoming one of the first institutions to secure candidate status for the pilot.
· Pilot Launch Window (Q2–Q3 2026): In line with the Vietnamese government’s roadmap for digital and crypto asset pilot markets, live pilot operations for candidate exchanges are being phased in starting in Q2 2026. TCEX is currently in the final stages of technical and risk management readiness, with full operations expected upon receiving final license approval.
2. Global Pilot & Regulatory Constraints
The pilot framework for TCEX Vietnam crypto exchange exhibits a restricted global approach:
· Foreign Ownership & Institutional Participation: Regulations cap foreign ownership at 49%, allowing compliant foreign institutional investors and qualified capital to participate in ecosystem development, while core control remains with local financial groups.
· Business Scope (RWA & Custody): Backed by Techcombank and TCBS, the TCEX pilot focuses on spot crypto asset trading, cold/hot wallet custody, and Real World Asset (RWA) tokenization.
· Payment Restrictions: The pilot strictly treats crypto assets as tradable property rights and explicitly prohibits their use as legal tender or payment methods. The issuance of fiat-pegged stablecoins is also banned. Consequently, its global pilot focuses on cross-border capital participation and tokenized asset trading rather than unrestricted global retail user onboarding.
