Why the Vietnamese crypto market supports RWA
Vietnam hosted the inaugural “Vietnam RWA Summit 2026” at the end of July 2026. Remarks made at the summit by the Vice Chairman of the State Securities Commission (SSC) signaled an official shift in the Vietnamese government’s stance on crypto assets—moving from “comprehensive prevention” to “introducing regulation to serve the real economy.”

In the Vietnamese government’s planning, Real-World Assets (RWA) do not refer broadly to all cryptocurrencies. Instead, it involves leveraging Distributed Ledger Technology (DLT) to “fractionalize” high-value real-world assets and convert them into digital tokens. Current key assets undergoing nationwide participation and research include:
· Real Estate: The Vietnamese real estate market suffers from low liquidity. Through tokenization, average investors can purchase fractional beneficial ownership rights of luxury apartments or commercial buildings for very small amounts (e.g., 1,000,000 VND).
· Commodities & Agriculture: For abundant local produce such as coffee, pepper, rice, and timber, RWA technology is used to tokenize warehouse receipts, enhancing cross-border trade settlement efficiency and speeding up supply chain financing.
· Green Bonds & Carbon Credits: In response to global decarbonization trends, local carbon sinks in Vietnam are being digitized to enable tracking and international trading.
Why Is the Vietnamese Government Heavily Promoting RWA?
The Vietnamese government chose to bypass traditional, “purely speculative cryptocurrencies” (such as Meme coins) and directly elevate RWA to a national strategic priority, driven by three core considerations:
1. Unlocking Capital for Real Estate and Infrastructure: Over the past two years, Vietnam’s real estate and infrastructure sectors have faced financing bottlenecks, including bank credit tightening and corporate bond issuance difficulties. RWA can attract global retail investors and Web3 capital, opening up a brand-new, legal financing channel for the real economy.
2. Curbing Capital Flight and Keeping Funds Domestic: Vietnam was previously one of the countries with the highest cryptocurrency adoption rates globally. However, billions of US dollars flowed annually into overseas exchanges (like Binance) or into purchasing foreign stablecoins (like USDT). By promoting native RWA for local assets, the government aims to channel this massive pool of private digital capital into “investing in local Vietnamese assets and enterprises.”
3. Investment Interests of Traditional Financial Conglomerates: Financial institutions—including VIX Securities, Techcombank, VPBank, among others—are eager to leverage RWA for asset securitization, collecting management fees, and earning custody commissions. This serves as their fundamental motivation for injecting VND registered capital to participate.
Regulatory and Technical Framework for RWA (2026–2030 Blueprint)
The State Securities Commission (SSC) and developers are establishing a dedicated framework for RWA:
· Regulatory Sandbox: The issuance (tokenization) and trading of RWAs will be strictly confined to five government-approved “National-Level Free Exchanges” (such as VIXEX, CAEX, TCEX, etc.), with circulation on unauthorized decentralized finance (DeFi) platforms strictly prohibited.
· Off-Chain Asset Custody: Physical assets underlying the tokens (such as land title deeds or warehouse inventory) must undergo physical and legal notarized custody by state-qualified traditional financial institutions (such as Techcombank, HDBank, etc.). This ensures a strict “one token to one asset” ratio to prevent unbacked tokens and financial fraud.
