Will Vietnam Launch a Regulatory Sandbox for VND-Pegged Stablecoins?
In recent years, Southeast Asia’s crypto economy has grown rapidly. As one of the core hubs in the region, Vietnam is undergoing a transition from strict regulation to compliance. Driven by both policy breakthroughs and market demand, will the Vietnamese government launch a regulatory sandbox for stablecoins pegged to the Vietnamese Dong (VND)?
The answer is: Highly cautious in the short term, but an eventual necessity in the medium to long term.

1. Policy Evolution: From Outright Ban to “Compliant Pilots”
For a long time, the State Bank of Vietnam (SBV) strictly prohibited cryptocurrency from being used as a legal payment instrument. However, entering 2026, regulatory policy achieved a milestone breakthrough:
- Property Status & Compliance Framework: Digital assets were explicitly recognized as legal property, and a five-year pilot framework covering token issuance, trading, and custody was introduced for the crypto market.
- High Thresholds to Clear Gray Markets: Compliant exchanges are required to hold a minimum capital of 10 trillion VND (approximately $380 million USD), demonstrating the regulators’ approach of “regulating first, opening up later.”
2. Market Reality: “De-Dollarization” & Cross-Border Settlement Needs
The core drive compelling regulators to pay attention to local currency stablecoins lies in market realities:
- Dominance of USD Stablecoins: USDT and USDC are widely used for cross-border settlements and hedging, posing a serious threat of “dollarization” to the domestic crypto economy.
- Active Underground Currents: As a major hub for foreign remittances and manufacturing, a vast volume of cross-border payments and OTC transactions in Vietnam currently flows through regulatory blind spots.
3. Drivers and Resistance Surrounding a Regulatory Sandbox
Vietnamese policymakers face a clear two-way tug-of-war regarding stablecoins:
- Drivers (The Necessity): Safeguarding the monetary sovereignty of the VND; channeling underground cross-border capital into compliant networks; and providing fiat liquidity intermediaries for newly established compliant exchanges.
- Resistance (The Caution): Vietnam enforces strict foreign exchange controls. The central bank is deeply concerned that stablecoins could trigger illegal capital flight and weaken the effectiveness of monetary policy.
4. Conclusion & Outlook: High Probability of “Restricted Pilots”
Overall, a VND-pegged stablecoin regulatory sandbox in Vietnam is not only possible but an inevitable trend, though it will by no means happen overnight.(Vietnam crypto exchange)
Over the next 1–2 years, we are far more likely to see a targeted, closed-loop “quasi-sandbox” format:
- Restricted Institutional Entities: Pilot licenses will likely be granted first to local commercial banks or leading FinTech giants, requiring 100% reserve audits and full KYC compliance.
- Strictly Limited Scenarios: Usage will be restricted to cross-border trade settlement, international remittances, and compliance experiments within specific financial hubs (such as Ho Chi Minh City’s VIFC), rather than direct domestic retail consumption.
In summary: Vietnam will not fully unleash stablecoins. However, under safe and controllable conditions, a scenario-bound VND stablecoin regulatory sandbox is already virtually inevitable.
