Vietnam Crypto Licensing Progress: SCEX Meets VND 10 Trillion Capital Threshold

[Lead] Vietnam’s digital asset regulatory milestone has reached another major moment. Sacom Crypto Asset Exchange Joint Stock Company (SCEX) has officially announced an increase in its chartered capital to VND 10 trillion, making it the second applicant platform—following CAEX—to satisfy the strict capital requirement for operating a cryptocurrency exchange in Vietnam.

SCEX Capital Increase Clears Key Regulatory Requirement

According to the latest filings and industry updates, SCEX—the digital asset trading platform associated with Vietnam’s Sacombank—has formally boosted its registered charter capital to VND 10 trillion (approximately $380 million).

With this milestone, SCEX officially joins CAEX (associated with VPBank) as the second candidate firm to meet the state’s mandatory capital floor under Vietnam’s regulatory pilot program. Imposed by the Ministry of Finance and the State Securities Commission (SSC), these stringent financial barriers are designed to ensure market stability and institutional resilience as the country formalizes its digital asset industry.

Regulatory Deadline Reconfirmed: May 2027 Cutoff

As financial conglomerates and technology firms accelerate their regulatory preparations, Mr. Tô Trần Hoà, representing the Vietnamese regulatory bodies, reaffirmed that May 2027 serves as the final deadline for all digital asset exchange candidates to submit their complete and finalized license application dossiers.

Industry analysts note that with both SCEX and CAEX successfully meeting the capital qualification, other shortlisted candidates—including TCEX, VIXEX, and Vietnam Digital Asset JSC—are stepping up their efforts to fulfill technical, security, and capital criteria ahead of the regulatory timeline.(Vietnam Crypto Exchange)
