SCEX passed the first round of evaluation in the licensing process.

What has drawn attention to SCEX recently is the company’s announcement that it has completed the first round of evaluation in its application process for a license to provide cryptocurrency trading services in Vietnam.

This move comes as the government has issued regulations.Resolution 05/2025/NQ-CPRegarding the pilot implementation of the cryptocurrency market, this is an important basis for domestic businesses to participate in the due diligence process, instead of the market operating mainly through international exchanges, P2P transactions, or platforms without a clear regulatory framework.

Furthermore, the Law on Digital Technology Industry No. 71/2025/QH15 also creates a broader legal framework for digital and crypto assets in Vietnam, effective from January 1, 2026. Considering SCEX in this context, it can be seen that the company is emerging at the right time as the market transitions from a “lack of clear legal framework” to a “controlled pilot program”.

However, passing the first round of evaluation does not mean that SCEX has been officially licensed. The company still needs to complete its application and meet subsequent evaluation rounds before it can operate as an approved cryptocurrency exchange.

Digital Asset Awareness Program and SCEX Simulator

In preparation for its launch, SCEX is also linked to the Digital Asset Awareness Program 2026 through the SCEX Simulator platform. This is a simulated trading platform used for the “Crypto Asset Arena” activity, where participants can learn fundamental knowledge and practice trading cryptocurrencies in a simulated environment.

The 2026 Digital Asset Literacy Program, organized by the Vietnam International Finance Center in Ho Chi Minh City and VBI Training Academy, with SCEX as a technology partner, combines learning, practice, and competition. Instead of just providing theoretical materials, the program helps new users familiarize themselves with how the cryptocurrency market operates before entering a real trading environment.

Through the SCEX Simulator, participants are given an initial hypothetical capital of 1 billion VND to experience operations such as monitoring price fluctuations, placing orders, managing portfolios, evaluating trading performance, and honing risk management skills. Because all activities take place in a simulated environment, users can test strategies without the risk of losing real money.

Notably, the “Crypto Asset Arena” also features a competition mechanism, ranking, and rewards. Participants’ performance is evaluated based on multiple criteria such as completion of the experience journey, effectiveness of the simulated portfolio, risk management ability, and decision-making skills. The total prize value of the program is announced to be over 1.6 billion VND.

According to published information, the SCEX Simulator recorded over 22,000 accounts within just 48 hours of its launch, demonstrating the significant interest of Vietnamese users in the model for learning and competing in cryptocurrency trading in a test environment. However, it should be noted that this is a simulation and educational activity, and does not mean that SCEX has been officially licensed to operate a cryptocurrency exchange in Vietnam.

The impact if SCEX is licensed in Vietnam.

If SCEX completes the licensing process and receives operational approval, this could be one of the notable steps in the formation of a domestic cryptocurrency market in Vietnam.

Previously, most Vietnamese users accessed crypto through international exchanges or P2P trading. This model had the advantage of quick access, but also came with many problems such as counterparty risk, difficulty controlling money flow, lack of reporting standards, and heavy reliance on foreign platforms.

If domestic cryptocurrency exchanges are licensed, the market could gradually shift to a more supervised model. Users would have to provide full identification, VND deposits and withdrawals could be directly linked to the domestic financial system, assets would be held in custody according to risk management standards, and transaction history could be aggregated for reporting purposes.

With SCEX, the key area to watch is the potential for connectivity between four layers: cryptocurrency trading infrastructure, traditional banking/financial systems, user education via simulators, and domestic compliance requirements. If successfully implemented, this could serve as a benchmark model for how the Vietnamese cryptocurrency market operates during the pilot phase.

However, this prospect still largely depends on the licensing outcome, detailed regulations from the regulatory authority, and the platform’s actual operational capabilities. Therefore, SCEX should not be viewed as an officially approved exchange, but rather as a business undergoing evaluation and one worth watching.

The time when SCEX or another domestic exchange is licensed also marks the beginning of a 6-month period for Vietnamese investors to transfer crypto assets from foreign platforms to domestic ones to avoid the risk of administrative penalties or criminal prosecution as stipulated in Resolution 05.

Summary

it’s clear that SCEX is one of the noteworthy businesses during Vietnam’s pilot phase of the cryptocurrency market. Its key feature lies in its focus on building a cryptocurrency trading platform to serve Vietnamese users, with elements such as trading in VND, bank deposits/withdrawals, asset custody, electronic identity verification, tax reporting, and the SCEX Simulator trading simulation program.

However, SCEX is currently undergoing evaluation and has not yet been officially licensed to operate. Users should continue to monitor further information from the regulatory authority and the platform before making a decision.(Vietnam Crypto Exchange)
