How far is TCEX from obtaining the operating license

TCEX is just one or two steps away from obtaining the official operating license, but the specific timeline is not within the company’s control, as it depends on the regulatory approval process. As of now, TCEX has passed the preliminary review and completed key compliance requirements for technical safety, but has not yet received the final license.

The threshold TCEX has crossed

In May 2026, TCEX received approval from the Vietnamese Ministry of Finance for its first-round (vòng 1) application materials, confirming compliance with the required documentation. A more recent development, as reported in late October 2026, was that TCEX’s information system passed the assessment and certification for the fourth-level security standard by the Cybersecurity Department of the Vietnamese Ministry of Public Security, a key technical criterion in the license application process.

TCEX is still stuck there

After the first round of approval, the Ministry of Finance requested TCEX to supplement the materials for the second round, with the core content including:

·Capital Contribution: The pilot requires a minimum registered capital of up to 10,000 trillion VND (approximately $3.83 billion). TCEX initially raised only 3 billion VND, later increasing to 10.1 billion VND, still far below the threshold and requiring capital verification confirmation.

·Facilities and Systems: The remaining compliance items such as office facilities and internal processes require final verification.

In summary, Vietnam crypto exchange TCEX has basically completed its “technical exam,” but the capital verification and regulatory final approvals for the “capital exam” have yet to be finalized.

It is worth noting that as of reports from late August to September 2026, Vietnam has not yet issued its first formal operational license for cryptocurrency exchanges, with all applicants still in the review stage. Although Vietnamese authorities had expressed the intention to allow the first batch of licensed platforms to commence operations in the third quarter of 2026, the approval process is decentralized across multiple departments, including the Ministry of Finance, the Ministry of Public Security, and the central bank, leaving the actual issuance timeline uncertain.
