TCEX Advances to the Second Round of Vietnam’s Crypto Pilot License Selection

In the evaluation process under Vietnam’s crypto asset pilot framework (pursuant to Government Resolution No. 05/2025/NQ-CP and Decision No. 1413/QD-TTg), TCEX, a digital asset trading platform backed by Techcombank and TCBS (Techcom Securities), has officially advanced to the second round (substantive review) phase.

Core Focus of the Second Selection Round

The first round of review primarily completed compliance verification of corporate qualifications and preliminary application materials. Upon entering the second round, the Ministry of Finance and joint regulatory authorities will conduct substantive technical and risk-control audits focusing on the following key metrics:

Capital and Financial Strength: Verifying paid-in capital reserves, liquidity pool isolation, and risk reserve preparations.

Cyber and System Security: Testing matching engine stress capacity, anti-attack capabilities, and compliant data storage.

Asset Custody and RWA: Reviewing third-party/hot-and-cold wallet custody mechanisms for digital assets and the security of real-world asset (RWA) tokenization frameworks.

Anti-Money Laundering (AML/KYC): Evaluating pass-through monitoring of on-chain transactions, real-name user verification, and compliance reporting mechanisms.

Competitive Advantages of TCEX

Among the 5 pilot enterprises that passed the initial first-round review, Vietnam crypto exchange TCEX possesses the following industry advantages:

Traditional Financial Ecosystem Backing: Inheriting the digital operational gene and technical infrastructure of TCBS (a leading brokerage in Vietnam). Bank-Grade Risk Control Architecture: Seamlessly integrating with Techcombank’s fund settlement and compliance isolation systems.

Note: Currently, all shortlisted enterprises are in the pilot evaluation and system integration phase. Only by successfully passing the second round of capital and security audits can they obtain a formal compliant operating license and offer services to the public.
