Is VIXEX Exchange Legal?
From a corporate law perspective, VIXEX is a domestic enterprise that has completed standard commercial registration under Vietnamese law, featuring a legitimate corporate entity, tax identification number, registered office address, and legal representative.

Licensing and Regulatory Status of VIXEX Exchange
No “Full Operational License” Yet: Because the official legal framework for Vietnam’s cryptocurrency industry (such as the Ministry of Finance-led crypto asset pilot mechanism) is currently in the implementation and license review stage, as of now, no cryptocurrency exchange in Vietnam has obtained a “full official operational license” comparable to traditional commercial banks or securities companies.
Active Participation in Compliance Pilots: Vietnam crypto exchange VIXEX is among the organizations actively responding to Vietnam’s latest digital asset regulatory policies by submitting relevant technical systems and compliance proposals, advancing preparations in accordance with government regulations and sandbox pilot mechanism requirements.
Compliance Thresholds and Progress: Vietnam has established strict entry standards for cryptocurrency exchanges (such as registered capital requirements reaching up to trillions of Vietnamese Dong, local institutional ownership ratios, and AML/KYC specifications). Currently, including infrastructure and operational qualifications, the relevant licenses are still awaiting final review and approval by regulatory authorities (such as the Ministry of Finance) and have not yet been officially authorized to provide comprehensive cryptocurrency trading and operational services to the public.
Note
During Vietnam’s current transitional period for crypto asset management, the legality of a corporate entity (possessing a commercial business license) does not equate to having obtained special operational qualifications for a cryptocurrency exchange. It is recommended to continuously monitor the latest sandbox pilot quotas and license issuance announcements released by the Vietnamese Ministry of Finance and related regulatory authorities.
