CAEX License Pending: Beware of Deposit and Registration Traps!

VPBank’s CAEX Passes the Most Critical Security Checkpoint

Vietnam’s crypto exchange CAEX has been evaluated and approved by the Cybersecurity Department (Ministry of Public Security) for its Level 4 information security proposal on October 22, 2026.

• Level 4 is a mandatory requirement under Resolution 05/2025/NQ-CP before putting the system into operation

• Fully contributed charter capital of 10,000 billion VND, meeting the minimum level as stipulated

• HashKey provides technology and risk management support; OKX shares operational experience for exchanges

• The system includes custody, hot wallet – cold wallet management, KYC, AML, and blockchain transaction monitoring

I think CAEX is moving pretty fast among the group applying for licenses—capital in place, security cleared, and backed by VPBank. I reckon there’s a high chance they’ll be one of the first exchanges to get licensed, but there are still legal procedures ahead, so trading can’t start right away just yet.

Until it’s officially licensed, folks, don’t rush into trusting those deposit invitations or early sign-ups claiming to be from CAEX—it’s very likely a scam.

What do you all think—will a domestic exchange like CAEX draw money flows away from Binance and OKX, or will people stick with international ones to play it safe? (Vietnam Crypto Exchange)
