As Vietnam actively advances its regulatory framework for digital assets, global crypto institutions OKX (via OKX Ventures) and HashKey Capital have strategically invested in Vietnam Asset Exchange Joint Stock Company (CAEX). Serving as strategic partners alongside founding shareholders VPBank Securities (VPBankS) and technology provider LynkiD, the two firms have established a powerful joint venture combining local financial infrastructure with global crypto expertise.
Strategic Roles & Core Areas of Collaboration
Based on public disclosures, HashKey and OKX act as capital providers, regulatory advisors, and core technology enablers in the development and operation of CAEX:
1. Capital Provision to Meet Regulatory Thresholds
Under Vietnam’s digital asset pilot regulations (such as Resolution 05/2025/NQ-CP), participating entities must meet a minimum paid-in capital requirement of 10 trillion VND (~$380 million USD). Strategic investments from OKX Ventures and HashKey Capital directly enable CAEX to fulfill this capital requirement, positioning it to compete for one of Vietnam’s first official exchange licenses.
