TCEX Completes Level 4 Information System Security Assessment, but Paid-in Capital Remains Below Target

Following CAEX and SCEX, Techcom Securities Joint Stock Company (TCEX), a member of the TechcomBank ecosystem, announced the completion of its Level 4 Information System Security Assessment, becoming the third exchange to complete the evaluation.

According to an announcement released on October 23, TCEX received approval from the Department of Cybersecurity and High-Tech Crime Prevention (A05) under the Ministry of Public Security. Its application was approved via Official Letter No. 5490/BCA-A05 dated October 12, 2026.

1. What Has TCEX Completed So Far?

Previously, on May 4, 2026, Vietnam crypto exchange TCEX received confirmation from the Ministry of Finance that its application fully complied with the requirements of the first-round assessment.

On the technical front, TCEX stated that it has established matching, custody, and trade monitoring systems in Vietnam. The system utilizes multi-signature mechanisms and dedicated security devices for key management.

However, the company is still fulfilling the remaining requirements of the second-round assessment—specifically, it has yet to confirm sufficient paid-in capital and physical infrastructure.

2. Three Companies Announce Completion of Level 4 Assessment

As of October 25, three companies have publicly disclosed their assessment results, including:

CAEX: Part of the VPBank ecosystem;

SCEX: Sacom Digital Asset Exchange Joint Stock Company;

TCEX: Funded by TCBS, part of the TechcomBank ecosystem.

Among them, CAEX and SCEX have announced a registered capital of 10 trillion VND, whereas TCEX is still completing the procedures to confirm its paid-in capital.

Note: Completing the Level 4 security assessment under Vietnam’s cryptocurrency regulatory pilot scheme does not mean the enterprise has been granted an exchange operating license.
