TCEX Close to Obtaining Pilot License for Digital Asset Exchange

Techcom Crypto Exchange Joint Stock Company (TCEX) is just one step away from obtaining a pilot license for a digital asset exchange after passing critical security assessments of its system.

What is the remaining step for TCEX to secure the digital asset exchange pilot license?

According to Official Dispatch No. 5490/BCA-A05 dated October 12, 2026, the information system security scheme of Techcom Crypto Exchange Joint Stock Company (TCEX) has been evaluated and approved at Level 4 by the Department of Cyber Security under the Ministry of Public Security.

TCEX’s evaluation results recognize its investment process, readiness of technical infrastructure, security mechanisms, and operational procedures, demonstrating a commitment to security and compliance right from the initial stages of system development.

This indicates that TCEX’s security capability has met one of the key technical requirements to participate in the cryptocurrency market pilot program in accordance with Resolution No. 05/2025/NQ-CP.

Having achieved Level 4 Information System Security, TCEX is now just one step away from receiving its pilot license for a digital asset exchange. This marks the fourth step in the licensing procedure conducted under Decision No. 96/QD-BTC issued by the Ministry of Finance on January 20, 2026.

Specifically, enterprises must go through five steps to obtain an operating license:

Step 1: Submission of application.

Step 2: Acceptance of application.

Step 3: Announcement by the Ministry of Finance that the company is eligible.

Step 4: Completion of documentation regarding shareholders, capital contributions, facilities, and—crucially—obtaining approval from the Ministry of Public Security.

Therefore, Vietnam crypto exchange TCEX only needs to wait for the final step, where the Ministry of Finance coordinates with the Ministry of Public Security and the State Bank of Vietnam to review the application and grant the valid license.
