TCEX Achieves Level 4 Information Security Assessment Approval in Vietnam
Recently, Techcom Crypto Asset Exchange (TCEX) made a key milestone in its information security framework, officially receiving approval from the Department of Cybersecurity under Vietnam’s Ministry of Public Security after passing the evaluation for “Level 4 Information System Security Safeguards” .

1. Meeting Core Technical Requirements for Pilot Participation
According to official documents, TCEX officially passed the Department of Cybersecurity’s Level 4 security evaluation on October 23, 2026. This marks a major leap forward in the exchange’s security capabilities, signifying that it has successfully met an essential core technical requirement to participate in the Vietnamese government’s digital asset market pilot program.
In digital finance, information system security serves as the foundation for protecting user data, managing risks, and ensuring business continuity. Since its inception, TCEX has prioritized security and compliance as core operating principles, making comprehensive and deep investments across its technical infrastructure, security mechanisms, and operational procedures.
2. Advancing Compliance and Licensing Processes
Established on May 5, 2025, with founding investment from Techcom Securities (TCBS), TCEX was among the first entities to submit licensing applications once the Ministry of Finance announced application guidelines.
Earlier, on May 4, 2026, TCEX received official confirmation from the Ministry of Finance and the State Securities Commission, acknowledging that its first-round application documents met all completeness and compliance standards. Following this Level 4 security approval, TCEX is actively completing second-round requirements, including paid-in capital verification and physical infrastructure readiness.
3. Robust Technical Architecture and In-Country Operational Control
On the technical front, TCEX directly controls and operates its core trading systems within Vietnam, including matching engines, asset custody, and transaction monitoring. Security keys are stored locally using multi-party computation (MPC) combined with specialized hardware security modules.
Additionally, the platform’s transaction monitoring system is fully prepared to launch alongside the very first trade. Fiat currency (VND) deposit, withdrawal, and settlement channels are also designed to connect directly with banking systems.
4. Commitment to a “Security and Compliance First” Growth Strategy
Ngo Duy Bien, General Director of TCEX, stated: “In digital finance, speed is important, but absolute system security is vital for survival. Passing the Level 4 information security standard demonstrates our mastery of core technology and reaffirms TCEX’s unwavering commitment to making security and legal compliance our cornerstone.”
He added that achieving Level 4 security is a starting point rather than a final destination. Moving forward, TCEX will continue aligning with international security benchmarks—such as ISO 27001, SOC 2, and CCSS—while continually stress-testing and upgrading its systems to offer investors a safe, transparent, and globally compliant platform when the market fully opens.
5. Looking Ahead
Leveraging its team’s international expertise alongside the strengths of the Techcombank and TCBS ecosystems, TCEX aims to build a convenient, efficient, and transparent trading platform that serves both domestic and international investors. Over the long term, the exchange seeks to explore Real-World Asset (RWA) tokenization to unlock additional corporate financing channels and create new investment opportunities within the legal framework.
With synchronized and solid preparations across technology, governance, and resources, Vietnam crypto exchange TCEX is fully prepared to launch its services immediately upon receiving official authorization. The company aspires to become a trusted cornerstone of Vietnam’s crypto asset infrastructure, facilitating capital inflows and driving sustainable growth in the national capital market.
