VIXEX Exchange Successfully Passes Vietnam’s Initial Official Review
As of late August 2026, Vietnam’s Ministry of Finance and the State Securities Commission (SSC) completed the initial qualification review for establishing digital asset trading platforms. VIXEX successfully passed the documentation completeness review, becoming one of the first five prospective exchanges officially included in Vietnam’s “Pilot Program for Digital Asset Trading.” This initial cohort primarily consists of local entities backed by banking institutions, securities firms, or major conglomerates.

VIXEX Pursues Full Licensing: Capital Increase and Cybersecurity Compliance
To smoothly transition from its current “preliminary approval” to a “full operating license,” VIXEX is accelerating efforts to meet two core regulatory thresholds set by the Vietnamese government:
-
Capital Enhancement: Vietnam requires pilot exchanges to hold an initial legal capital of 10 trillion VND (approximately $383 million USD). Its major shareholder, VIX Securities, plans to allocate 1 trillion VND from its previously raised capital (combining its original contribution with follow-on investment) directly into VIXEX to meet these regulatory demands.
-
Security Certification: The platform must obtain “Level 4 Information System Security Certification” in Vietnam. The VIXEX technical and legal teams currently have a one-year window to demonstrate and report their infrastructure readiness and Anti-Money Laundering (AML) compliance progress to regulators.
