When will VIXEX receive its official operating license?
Currently, the Vietnamese authorities (Ministry of Finance) have not issued official crypto asset exchange operating licenses to any institution, including VIXEX.

Based on the review progress of the pilot program under Government Resolution No. 05/2025/NQ-CP and Ministry of Finance Decision No. 96/QD-BTC, the estimated timeline and current review status for VIXEX to obtain an official license are as follows:
-
Current Review Progress: As of late August 2026, the Ministry of Finance has conducted qualification assessments on applicant institutions. Only 5 qualified enterprises/consortiums across Vietnam have passed the Phase 1 initial dossier review.
-
Expected Initial Issuance Timeline: Market and regulatory sources indicate that official licenses for the first batch of licensed pilot exchanges are expected to be issued sequentially between the second half of 2026 and early 2027 at the earliest.
-
Key Compliance Thresholds: Prior to securing an official license, VIXEX must complete the following physical verification and system audits:
-
Minimum Capital Requirement: Must meet a statutory capital threshold of at least VND 10 trillion (approx. USD 383 million).
-
Information Security Level: Physical trading systems and hot/cold wallet custody architectures must pass Level 4 national cybersecurity standard certification.
-
Inter-Ministerial Review: Must pass joint on-site physical audits by the Ministry of Finance, the State Bank of Vietnam (SBV), and the Ministry of Public Security (including AML and national security compliance).
-
Summary
According to statements from senior VIX Securities executives at the mid-2026 Annual General Meeting of Shareholders,Vietnam crypto exchange VIXEX will have approximately one year to build a national-standard technical infrastructure, finalize legal documentation, and satisfy capital requirements in order to secure an official operating license.
