Deadline for launching a domestic crypto exchange in Vietnam has been revealed.

May 2027 is the deadline for domestic crypto exchanges to be ready.

Speaking on the Finance and Business program on VTV, Mr. To Tran Hoa, Deputy Head of the Standing Committee of the Cryptocurrency Trading Market Management Board under the State Securities Commission (SSC), said that the regulatory body has initially selected…5 organizations registeredProviding cryptocurrency trading services in Vietnam, including:

  • VIX Cryptocurrency Exchange Joint Stock Company (VIXEX)
  • Sacom Crypto Asset Exchange Joint Stock Company (SCEX)
  • Vietnam Prosperity Cryptocurrency Exchange Joint Stock Company (CAEX)
  • Techcom Cryptocurrency Exchange Joint Stock Company (TCEX)
  • Vietnam Digital Assets Joint Stock Company (Moonbase)

This is the result of coordination between the Ministry of Finance, the State Securities Commission, the Ministry of Public Security, and the State Bank of Vietnam during the implementation process.Resolution No. 05Regarding the pilot program for the cryptocurrency market, however, all five units are still in the process of completing their infrastructure and are not yet ready to officially operate the exchange.

Mr. Hoa stated that businesses are currently focusing on building information technology systems that meet Level 4 security standards. After fulfilling this requirement, the entities must also meet the minimum charter capital requirement of 10,000 billion VND and complete the necessary documentation according to Article 9 of Resolution No. 05 in order to be granted a license.

Thus, although the regulatory authorities have paved the way legally, the exact date for Vietnam’s first legally licensed cryptocurrency exchange remains uncertain. Mr. Hoa emphasized:

“When we have the exchange will depend entirely on the progress of the exchanges’ deployment.”

Nevertheless, the UBCKNN representative also revealed a noteworthy timeline. Specifically, organizations have one year from the date of initial certification to complete the remaining requirements. If calculated from May 2026, the final deadline would be May 2027.

This timeline is the deadline for fulfilling the conditions according to the pilot roadmap, and does not mean that all exchanges will launch simultaneously at that time. Whether they go into operation sooner or later still depends on each business’s ability to meet the standards and the progress towards obtaining the necessary licenses.

This requirement also highlights the barriers that market participants must overcome. With a minimum charter capital of 10,000 billion VND and a level 4 technology security standard, the licensed crypto exchange model in Vietnam requires significantly greater financial capacity and security systems compared to a typical startup model.

Previously, at the Digital Trust in Finance 2026 Forum on May 12th, Mr. Hoa also stated that the Ministry of Finance hadApproval in principle for 5 businessesHe participated in the pilot implementation. At that time, he determined that the biggest challenge was no longer building the legal framework, but rather the practical implementation capabilities of businesses, especially in protecting the system against cyberattacks and asset losses.

This process may take more time, considering international experience. Mr. Hoa cited the example of Indonesia, which took about four years to launch its national cryptocurrency exchange from the start of establishing the legal framework, while Hong Kong took about four to five years.(Vietnam Crypto Exchange)
