When will the new regulations for Vietnam’s cryptocurrency market take effect?

The implementation of new regulatory framework for Vietnam’s cryptocurrency market is being rolled out in a phased and multi-tiered manner. Notably, the specific implementation date for market enforcement, rectifications, and legal penalties regarding violations is September 1, 2026.

Key timelines for the new cryptocurrency regulations in Vietnam are as follows:

1. Top-Level Legislation & Pilot Launch

· September 9, 2025: Resolution No. 05/2025/NQ-CP officially took effect, marking the launch of Vietnam’s 5-year pilot project for crypto-asset trading.

· January 1, 2026: The Law on Digital Technology Industry, passed by the National Assembly of Vietnam, officially came into full effect, establishing the legal status of “digital assets / crypto-assets” at the legislative level.

· January 2026: The Ministry of Finance of Vietnam officially opened the licensing application channel for domestic licensed cryptocurrency exchanges and service providers (pursuant to Decision No. 96/QĐ-BTC).

2. Implementation of Administrative Penalties for Violations (The Most Critical Node)

September 1, 2026 (Official Implementation)

Decree No. 284/2026/NĐ-CP, promulgated by the Vietnamese government, officially comes into force on September 1, 2026.

This new regulation establishes a comprehensive, tiered administrative penalty system covering unlicensed trading, illegal token issuance, and anti-money laundering (AML) non-compliance:

· Individual Investors: Those trading on unlicensed or offshore platforms outside of officially authorized compliant platforms face administrative fines up to VND 50 million to 100 million.

· Institutions / Service Providers: Unlicensed operations or illegal token issuances face maximum fines up to VND 200 million, along with mandatory measures such as business suspension, license revocation, and confiscation of illegal gains.

3. Compliant Trading & Regional Pilots

· Q3 2026: The Ministry of Finance expects the first batch of officially regulated, licensed compliant exchanges and pilot trading platforms to commence operations.

· July 1, 2026: According to relevant draft proposals, crypto-asset and cryptocurrency trading is officially permitted to be implemented within pilot international/regional financial centers in Ho Chi Minh City and Da Nang.
