When will Vietnam have its first cryptocurrency exchange?
Vietnam Prosperity Cryptocurrency Exchange Joint Stock Company (CAEX) announced that it has completed the assessment for Level 4 Information System Security standards and is ready to be granted a license to operate a pilot cryptocurrency exchange in Vietnam.
In an announcement on October 22nd, Vietnam Prosperity Cryptocurrency Exchange Joint Stock Company (CAEX) stated that its proposal for a Level 4 information system security rating (Level 4 security) has been assessed by the Cyber Security Department ( Ministry of Public Security ).
CAEX is one of five entities that passed the evaluation round and had their application for a license to provide cryptocurrency trading services approved.
CAEX announced the completion of its Level 4 Information System Security assessment on October 22nd.
According to Mr. To Tran Hoa, Deputy Head of the Standing Committee of the Cryptocurrency Trading Market Management Board, State Securities Commission (SSC), after obtaining the license, businesses will continue to implement stringent requirements such as information security level 4, 10 operating procedures, and a charter capital of 10,000 billion VND.
What is security level 4?
According to Decree No. 331/2026/ND-CP, issued by the Government on August 19, 2026, information systems and information systems critical to Vietnam’s national security are divided into five levels. Level 4 security refers to systems that, if compromised, could cause exceptionally serious harm to public interests, social order and safety, or seriously jeopardize national security.
A level 4 information system has the following characteristics:
- The disruption of systems that process state secrets or systems serving national defense and security will seriously harm national security.
- National information systems serving the development of e-government or information infrastructure systems supporting the operations of agencies and organizations nationwide require 24/7 operation and cannot tolerate unplanned downtime.
- The industrial control information system directly serves to control and operate the normal functioning of Class I construction projects according to the classification of construction law .
- Other information systems are subject to decisions by the Prime Minister or are assessed for cybersecurity risks according to the Cybersecurity Risk Management Framework.
According to Mr. To Tran Hoa, the launch date of the domestic stock exchange largely depends on the progress of the enterprise in meeting the licensing requirements of state management agencies.
To date, CAEX has fulfilled two important conditions: a minimum charter capital of 10,000 billion VND and a level 4 security system.
Currently, five entities have passed the initial document review stage and are continuing to complete the necessary conditions and documents for licensing consideration, including building an information technology system that meets Level 4 security standards. After fulfilling this requirement, these entities must also meet the minimum charter capital requirement of VND 10,000 billion and complete their dossiers according to Article 9 of Resolution No. 05.
The five entities awaiting approval to operate pilot cryptocurrency exchanges in Vietnam are:
- VIX Cryptocurrency Exchange Joint Stock Company (VIXEX)
- Sacom Cryptocurrency Exchange Joint Stock Company (SCEX)
- Vietnam Prosperity Cryptocurrency Exchange Joint Stock Company (CAEX)
- Techcom Cryptocurrency Exchange Joint Stock Company (TCEX)
- Vietnam Digital Assets Joint Stock Company (Moonbase)
A representative from CAEX stated that the company will continue to refine its technological components, business processes, and operational capabilities, while also coordinating with relevant authorities to fully meet the conditions for participating in the cryptocurrency market pilot program.
