Will Vietnam’s crypto regulations restrict local investors from using Binance?
In recent years, Vietnam has been tightening and establishing a systematic legal framework for cryptocurrency, bringing substantial compliance restrictions and risks to unlicensed offshore exchanges, including Binance.
The core impacts and regulations of the Vietnamese government’s regulatory policies on domestic investors using offshore platforms like Binance are as follows:

1. Introduction of New Regulations and Penalties(Vietnam crypto exchange)
According to relevant Vietnamese regulations (such as Decree No. 284/2026), Vietnam clearly regulates cryptocurrency-related services and trading activities:
Restriction on Unlicensed Platforms: The regulations require domestic investors to restrict their cryptocurrency trading in the future to licensed local exchanges approved by the Ministry of Finance.
Fines for Violations: If local investors continue to trade on offshore platforms that do not hold a Vietnamese license after the grace period expires, they will face administrative fines (typically ranging from 15 million to 25 million VND for individuals, and higher for organizations or platforms).
Crackdown on Unlicensed Operations: Vietnamese authorities have the authority to take stringent measures against unlicensed offshore service providers, such as blocking websites, removing applications from app stores, and suspending services.
2. Current Transition Period and Realities
Although penalties and regulatory frameworks have been announced, there is still a transition period before full implementation:
Licenses Not Yet Officially Issued: Vietnam is promoting a pilot program for crypto asset exchanges. Although some companies have passed preliminary reviews to set up operations, as of now, no exchange in Vietnam has officially obtained an operating license.
Grace Period Mechanism: According to relevant resolutions, the obligation for domestic investors to transfer their trades to licensed entities will only officially take effect after a six-month grace period following the issuance of the first local license. Before that, investors will not face immediate penalties for using offshore platforms.
3. Long-term Impact on Binance Users
Compliance and Access Restrictions: Since Binance currently does not hold an official Vietnamese license, as local licensed exchanges launch and their grace periods expire, local Vietnamese investors continuing to use Binance will face legal and compliance risks.
Capital Channels and Fiat On/Off-Ramp Scrutiny: Vietnamese regulatory agencies are strengthening monitoring of the financial system. In the future, using local Vietnamese bank accounts or P2P channels for direct fiat deposits and withdrawals with unlicensed offshore exchanges (like Binance) may face stricter bank risk controls, account freezes, or compliance hurdles.
