SCEX exchange officially Boosts Capital to 10T VND in Push for Crypto License

SCEX doubled its capital to 10 trillion VND ($383M), joining CAEX at the statutory capital threshold for Vietnam’s crypto pilot. The real filter shifts to institutional ownership and Level 4 security audits before May 2027.

Sacom Crypto Asset Exchange JSC, known as SCEX, raised its charter capital from 5 trillion VND to 10 trillion VND (approximately $383 million) on 14 October 2026, according to corporate filings on the National Business Registration Portal. The filing confirmed that the entire 10 trillion VND capital base was contributed in cash by domestic private shareholders, with 1 billion ordinary shares registered at a par value of 10,000 VND per share. No foreign equity was recorded in the updated registration.

VnExpress and Fili reported that the capital increase makes SCEX the second applicant among 5 shortlisted candidate groups to formally satisfy the statutory minimum capital threshold established under Resolution 05/2025/NQ-CP. CAEX, backed by the VPBank network alongside OKX Ventures and HashKey Capital, previously documented a 10 trillion VND capital base. SCEX traces its origin to Loc Phat Vietnam Crypto Asset Exchange JSC (LPEX), founded in September 2025 with 6.8 billion VND in capital, before rebranding to SCEX and scaling its registered equity through multiple rounds across 2026.

Nguyen Duy Khoa serves as chairman of the board and legal representative of SCEX, while also holding the chairmanship at LPBank Securities. Nguyen Xuan Thai, son of Sacombank standing vice chairman Nguyen Duc Thuy, serves as vice chairman. SCEX reported that its trading simulator platform developed for the Vietnam International Financial Centre in Ho Chi Minh City attracted more than 60,000 participants over 3 months of trial operations.

The capital expansion follows the State Securities Commission setting a firm May 2027 deadline for the 5 shortlisted domestic candidate organizations to satisfy technical and financial criteria. Under Resolution 05 parameters, qualifying exchange operators must maintain at least 10 trillion VND in paid-in equity, with at least 65% held by institutional investors, including more than 35% controlled by at least 2 regulated financial institutions or technology enterprises. Candidate platforms must also secure national Level 4 information security certification before receiving an operating licence.
