Vietnam’s digital asset market is entering a new phase as the Government implements a pilot framework and selects up to five organizations to provide crypto asset services. So, which five crypto asset exchanges are being considered, which companies are behind them, have they been officially licensed, and when will Vietnamese users be able to trade on these exchanges?

Note: The five companies below should not be understood as five exchanges that have already received official operating licenses. According to the latest updates, the five companies have received in-principle approval in the first round, but they are still in the process of meeting the requirements for official licensing.
What Are the 5 Crypto Asset Exchanges in Vietnam?
According to information released during the implementation of the pilot program, the five companies being considered are:
- VIXEX – VIX Crypto Asset Exchange
- SCEX – Sacom Crypto Asset Exchange
- CAEX – Vietnam Prosperity Crypto Asset Exchange
- TCEX – Techcom Crypto Asset Exchange

This is highly significant for Vietnam’s crypto market because Resolution 05/2025/NQ-CP provides for the Ministry of Finance, in coordination with the Ministry of Public Security and the State Bank of Vietnam, to select up to five crypto asset service providers during the pilot phase.
1. VIXEX – VIX Crypto Asset Exchange

VIXEX is the abbreviated name of VIX Crypto Asset Exchange Joint Stock Company.
This was one of the first companies identified as having a complete and valid application during the review process for licensing the crypto asset market.
According to the application information disclosed during the review process, VIXEX initially had VND 1,000 billion in charter capital. Its founding shareholders included FTG Vietnam, VIX Securities, and 3C Computer – Communications – Control JSC.
However, it is important to distinguish between current charter capital and the capital requirement for obtaining an official license.
Under Resolution 05/2025/NQ-CP, one of the key requirements for an organization providing crypto asset market trading services is paid-in charter capital of at least VND 10,000 billion.
Therefore, VIXEX still needs to fulfill the remaining regulatory requirements before it can receive an official license.

2. SCEX – Sacom Crypto Asset Exchange

SCEX is one of the five names involved in Vietnam’s pilot crypto asset market implementation.
SCEX is known as Sacom Crypto Asset Exchange Joint Stock Company.
The company is being considered alongside VIXEX, CAEX, TCEX, and Vietnam Digital Assets Joint Stock Company as part of the five companies that received in-principle approval in the first round.

CAEX is Vietnam Prosperity Crypto Asset Exchange Joint Stock Company.
The company is part of an ecosystem associated with VPBank and is one of the most notable candidates in the race to establish a crypto asset exchange in Vietnam.
CAEX initially had charter capital of VND 25 billion when its application was disclosed during the early stage. The company subsequently carried out a major capital increase.
By April 2026, CAEX had increased its charter capital to VND 10,000 billion, becoming the first company among these candidates to meet the minimum capital requirement under the regulations.
This gives CAEX a significant advantage because the VND 10,000 billion capital requirement is one of the key conditions for moving toward an official license.
However, meeting the capital requirement does not automatically result in a license. The company must also satisfy other requirements relating to infrastructure, technology, personnel, risk management, information security, and other legal conditions.
Has CAEX Been Licensed?
CAEX has not yet received an official license to operate a crypto asset exchange.

4. TCEX – Techcom Crypto Asset Exchange

TCEX is Techcom Crypto Asset Exchange Joint Stock Company.
The name is associated with the Techcombank ecosystem, with companies involved in securities and fund management participating in its shareholder structure.
According to the application information disclosed during the licensing review, TCEX initially had VND 101 billion in charter capital. Its disclosed shareholders included Techcom Securities JSC, Techcom Capital Management JSC, and Mr. Nguyen Xuan Minh.
Compared with the minimum capital requirement of VND 10,000 billion, TCEX still has a significant capital gap and therefore needs to continue fulfilling the requirements before moving toward official licensing.
Is TCEX a Licensed Crypto Exchange?

5. Vietnam Digital Assets Joint Stock Company

The fifth name on the list is Vietnam Digital Assets Joint Stock Company.

Why Is Vietnam Selecting a Maximum of 5 Exchanges?
Limiting the number of crypto asset service providers is part of Vietnam’s pilot crypto asset market framework.
Resolution 05/2025/NQ-CP provides that the Ministry of Finance, in coordination with the Ministry of Public Security and the State Bank of Vietnam, will select up to five crypto asset service providers.

Minimum Charter Capital of VND 10,000 Billion
One of the most notable requirements is that a company must have paid-in charter capital of at least VND 10,000 billion.

Shareholder Requirements
The resolution also requires at least 65% of charter capital to be contributed by institutional shareholders or institutional members.

Technology and Information Security Requirements
Service providers must have an information technology system appropriate for their business activities.
Notably, the IT system must meet Level 4 information system security standards before it can be put into operation.

When Will the 5 Vietnamese Crypto Exchanges Officially Launch?
At present, it is not possible to confirm the exact date when the five exchanges will officially begin operations.
According to the latest update in September 2026, the Government is pushing to accelerate the implementation of the pilot crypto asset market. However, regulators have indicated that the companies are still working to meet the necessary requirements for official licensing.

Should You Trade Crypto on Vietnamese Exchanges Right Now?
If a platform has not received an official license, you should not automatically assume that it is a government-licensed crypto asset exchange.
In particular, the fact that a company:
- has been established;
- has substantial capital;
- belongs to a banking or securities ecosystem;
- has received in-principle approval;
