SCEX General Director Speaks at “Digital Asset Popularization 2026” Event
At the recent kickoff ceremony for the “Digital Asset Popularization 2026” event series held in Ho Chi Minh City, Ms. Nguyễn Minh Hương, General Director of Sacom Crypto Exchange (SCEX), presented key insights on the adoption, safety, and compliance of Vietnam’s digital asset market in her role as the core technical strategic partner.
Strengthening Education and Regulatory Compliance
Ms. Hương emphasized that as the Vietnamese government tightens oversight and systematically rolls out pilot frameworks for the digital asset sector, public education and compliance awareness have become top priorities. SCEX aims to use these initiatives to help investors and the general public build a solid understanding of crypto assets and blockchain technology, effectively mitigating risks associated with unregulated market practices.
Technical Infrastructure Fully Operational
During the event, Ms. Hương formally unveiled SCEX’s technical milestones. As one of the five entities selected by the Ministry of Finance for consideration under the crypto asset pilot scheme, SCEX has fully implemented an IT infrastructure and core matching engine that comply with Level 4 information security standards.
The exchange’s operational framework focuses on several key areas:

Cold/Hot Wallet Isolation: The vast majority of client assets are stored in offline cold wallets utilizing multi-signature (Multisig) and Hardware Security Module (HSM) technologies to minimize cyber threats.

User Security and Transparency: The platform integrates biometrics and SOTP authentication, alongside anti-wash trading and anti-market manipulation monitoring tools to maintain a fair and transparent trading environment.

Simulated Training Support: In conjunction with the education campaign, SCEX introduced the SCEX Simulator platform, enabling participants to practice trading workflows in a risk-free environment.
